The Conservative Party’s plan to offer incentives for housebuilding will not work and will create “chaos” in the council tax system, the housing minister John Healey has said.

Speaking at HBF’s policy conference today (March 10), Healey commented that shadow housing minister Grant Shapps’ plan would “blow a hole in George Osbourne’s promise of a council tax freeze.”

Shapps, speaking on the same panel, defended his position in a lively debate, saying that the idea of the housebuilding industry defending a failing system is “ludicrous and madness.”
