Government figures published today reveal that 102,570 houses were completed in England in 2010, 13% down on 2009.
The Home Builders Federation said this figure was an "all time low" and called for "real action now to prevent the crisis deepening".
Starts in 2010 reached 103,140, up 32% on 2009.
The figures are published on the same day as details of the New Homes Bonus were released. The bonus is intended to incentivise local authorities to build more homes.
"The problem is that we have a planning system in the midst of radical change, expensive and unnecessary red tape and a shortage of mortgage availability," said HBF chairman Stewart Baseley . "If we are going to weather this perfect storm we need early action to resolve and simplify planning, reduce regulation and encourage lenders to lend again."
