First-time buyers have been advised not to be distracted by special offers when making a purchase.
Chief executive of Firstrung Paul Holmes noted that gifts and cash incentives can be offered by developers in order to attract potential investors.
But he explained that these can be used to mask high prices and there are plenty of developers who are willing to "knock a sensible amount off" a property's asking price.
This should be what buyers are focused on, Mr Holmes added, stating: "My advice to first-time buyers is ignore all that noise, ignore all the offers. If you can't get a good discount off the headline price, walk away."
Figures from the National House-Building Council have revealed that the median value of a new home is falling, standing at £183,000 in the final quarter of last year.
This was £4,000 less than the price in the previous three-month and 4.69 per cent below the peak, which was seen in the third quarter of 2007.
