Policy-makers in government have been called upon to build more affordable, family-sized homes in the UK's cities.
The National Housing Federation (NHF) said building more large homes is crucial to prevent families moving outside of major urban centres.
This means people have to travel longer distances to work, which is detrimental for the environment, personal finances and quality of life, the organisation argued.
"Flats are a lot cheaper to develop which is why a lot of the new homes being built tend to be blocks of flats, particularly in London," said an NHF spokesperson.
"This is something that needs to change because we are seeing a lot of flats being built where there is a real need for family sized accommodation."
Figures released by the National House Building Council show that flats and maisonettes comprised more than half of all new homes developed during the third quarter of 2007.
